Water is the source of life.At present,there is a clear shortage of water resources in most areas of China.For the relatively limited water resources,how to allocate them reasonably and effectively,and on the premise of meeting the steady improvement of the quality of life of contemporary people,not only protect the sensitive ecological environment to make it qualitative,but also Provide human beings with sufficient water resources to "live,agriculture,livestock,and industry".It is important to propose an optimal configuration plan.In this paper,after analyzing the development history of the research on the optimal allocation of water resources at home and abroad,using the obtained data,an optimal allocation plan that meets the actual conditions of Hengshan District is selected.Then,the numerical model of water source area and the water resource optimal allocation model are combined,following the principles of scientificity,efficiency,and sustainability.This paper Prominently solves the problem of water shortage in the vast hills' villages in the south of the study area.The research results provide scientific basis for the rational development and utilization of regional water resources.Based on the "Thirteenth Five-Year Plan" of Hengshan District and the forecast of economic and social development indicators of various industries,this paper selects 2017 as the current level year,and 2020,2030 as the short-term and long-term planning level years,respectively.Based on the latest meteorological and hydrological data and numerical models of important water sources,the available water resources in the study area were calculated.Based on the existing and planned water conservancy projects,a reasonable water conservancy project layout was designed,and the current year and near-term water availability and water supply were given.According to the national economic development plan of Hengshan District,the water demand in the current year and near and long term was calculated.Based on this,for the first time,the analysis of the multi-year water supply structure and the future water demand structure change trend in the study area,it was concluded that the proportion of industrial water in the study area increased rapidly,and the available water resources in the area were exhausted.By using extra-terrestrial water transfer,by constructing a corresponding optimal allocation model of water resources,the optimal allocation of water resources at each planning level in each area of the study area is carried out.According to the results of water resource allocation,an optimal allocation plan for each planning level year is proposed.The calculation results provide reference for the water resources allocation in the study area in the future.
