Water resource are not only the controlling factor of ecosystem,but also the material base of economic and social development.Because of the constantly expanding city size and the rapid development of urbanization of Ordos,where is an increasingly outstanding conflict between supply and demand of water resources,and the shortage of water resources have gradually become an constraining factor of the economic and social development.his paper take year of 2017 as a standard to take 2025 and 2030 as the short-term and medium-term research years respectively,to analysed the influenced factors such as economic development and population size of Ordos city,and to predict and analyse the water demand of different research years by using the quota method in the research area.And it could be based on this prediction and analysis to deploy all kinds of water resources to accomplish reasonable distribution and sustainable development,and to take full advantage of the social and ecological functions to ensure the ordered and harmonious development of social economy and ecosystem in Ordos city.In 2017,the total water resources of Ordos City were 21.42×108m3,and the surface water resources were 4.31 ×108m3,and the groundwater resources were 17.11 × 108m3.Meanwhile the average occupied water resources were 1,035m3per person,which was lower than the national and autonomous average level(the amount average occupied water resources of national is 2069m3 per person,and the amount average occupied water resources of Inner Mongolia is 1,226m3 per person).Restricted by natural conditions in Ordos,the development and utilization of water resources are mainly focusing on underground water,and surface water comes second.Because of the increasing demand of water,and the low effective utilization of agricultural irrigation,and the low rate of industrial water reuse,and serious groundwater over-exploitation problem,there is an increasingly outstanding conflict between supply and demand of water resources in Ordos.According to the trend of national and social economy development in 2025 and 2030,and the equilibrium analysis of supply and demand in different water supply assurance rates,it is concluded that Ordos City is under the condition of water shortage in 2025 and 2030.Multi-objective programming principle is adopted to establish the water resources optimal allocation model,optimize the allocation of water resources in 2025 and 2035 research years respectively,and the results showed that in 2025 the residents living water consumption is 168 million m3,agricultural water consumption is 1107 million m3,industrial water consumption is 418 million m3,the third industry water consumption is 20 million m3,the ecological environment water consumption is 102 million m3,and the water efficiency could be realistically implemented in maximum.It also showed that in 2025 the residents living water consumption is 206 million m3,agricultural water consumption is 1046 million m3,industrial water consumption is 463 million m3,the third industry water consumption is 29 million m3,the ecological environment water consumption is 121 million m3,and the water efficiency could be realistically implemented in maximum.By improving the efficiency of agricultural irrigation and the sewage treatment rate,and increasing the amount of utilization,and appropriately increasing the amount of groundwater extraction in the areas with potential groundwater,ordos city could improve its annual water supply capacity to a certain extent in 2025 and 2030,and could relieve the pressure of conventional water supply and basically achieve the balance between the supply and demand of water resources.
