Water resources can ensure the realization of sustainable development. For the developed economy and popularity, people come to pay more attention on the quality and amount of the water nowadays.Water wasting and pollution are two of the most important problems we faced today. Then, the research to balance water supply and demands of different parts of the city is essential to steady the social development. We make an analysis of water supply and demands in Mingguang City,to solve the water supply problems such as single source of water supply and seasonal water shortage. The range of this study covers 2335km~2,all administrative area of Mingguang. The referenced year here used is 2014,2020 and 2030 are mentioned as planning years.Firstly,we calculated the annual rainfall of different administrative districts and geological districts in Mingguang. The least square method was used of frequency calculation, and the results were adjusted by P-?type curve as well as visual estimation method to calculate the annual rainfall on the frequency of 50%?75%?95%.Based on the residents living, producing, ecological environmental demands, features of each administrative region and water system conditions, the study area was divided into six districts in order to figure the balance out more accurately. We evaluated the characteristic, average annual rainfall and its availability via the measured data during1951?2014.The balance between water supply and demands of actual and planning year water resources are analyzed under the forecast of water demands.According to the reasonably distributing theory and principles,we provided emergency measures for special arid years and unexpected water contamination accidents after considering different districts, industries and developing degree of Mingguang City. The rate of water shortage possibility in the future significantly dropped when our plans are taken to balance the supply and demands of water resources.
