In recent years,with the rapid development of China's economy and society and the continuous improvement of people's living standards,the demand for water resources is increasing day by day.More and more water problems threatening human survival and development are gradually emerging.Water resources problems are mainly manifested in water resources shortage and fragile water ecology.In order to strengthen the water resources management of the 13th division of Xinjiang production and Construction Corps,this study combines the natural geography,natural resources and socio-economic conditions of the 13th division.Firstly,according to the water resources status and characteristics of the division,the water supply and consumption situation of each division in the current year and the water resources utilization efficiency in the current year are analyzed based on the division,and the water resources development and utilization efficiency of the 13th division are proposed Existing problems.Secondly,based on the social and economic development forecast of the 13th division,the water supply and demand of the 13th division in the planning year is predicted,and the balance of supply and demand is analyzed and calculated.Finally,a multi-objective optimal allocation model of water resources is established and solved in the context of total water consumption control,in order to better optimize the allocation of water resources.The main research contents and achievements are as follows:(1)According to the water resources situation and characteristics of the 13th division,the 13th division is divided into 7 water resources areas.The water supply and consumption of each division in the current year and the utilization efficiency of water resources are analyzed.The development and utilization degree of water resources are calculated.The balance between supply and demand of water resources in each division in the current year is analyzed.The problems existing in the development and utilization of water resources in the 13th division are put forward With the increase of population and the development of social economy,the demand for water resources is increasing,and the contradiction between supply and demand of water resources is becoming increasingly prominent;seasonal water shortage leads to the lag of agricultural economic development;the utilization efficiency of water resources is low,and the water structure is unreasonable.(2)Based on the prediction of social economy,industry,population and agriculture in the future,this paper uses regression analysis method and quota method to forecast the living,agricultural,production and ecological water consumption of the 13th division in the planning year,and forecasts the water supply quantity under different water frequency in the planning year of the study area,and comprehensively considers the water supply quantity and total water resources of each division In the two scenarios of quantity control,the balance of supply and demand is analyzed respectively.The results show that from the perspective of total water supply and demand,only one scheme is slightly rich in water supply,and the total water supply of other schemes is not enough to support the scale of national economic development.The water shortage areas are mainly bamudun River District and Yiwu River District,and the supply and demand balance of the remaining five regions are mostly surplus water.It shows that these two areas can not bear the industrial development indicators of the two areas,and can be appropriately transferred to other parks,while reducing the industrial output value target and reducing the pressure of water supply.(3)According to the water balance analysis results of the 13th division,the optimal allocation model of water resources in the 13th division is established.Under the demand of "three red lines" management of water resources in the 13th division of Hami,the optimal allocation model of water resources in 2025 based on the total water resources control is established.With the development of economy and society as the goal,the optimization allocation model of water resources in seven districts under different situations is obtained,and the optimal allocation of water resources is realized To achieve the rational allocation of water resources,meet the needs of economic society and ecological environment,and support the sustainable development of economic society with the sustainable utilization of water resources.
