Library is the document and information center of the whole university.It is the academic educational institute,served for scientific research and teaching programmer.And it also becomes the vital development foundation for university and society informatization.The construction and development of libraries should be consistent with those of university.which proves to be an important symbol to evaluate the overall level of university,The core of the library is the librarians,and the incentive evaluation of librarians is the most important thing in the development of the library.With the continuous enhancement of modernised science and technology,people could easily acquire information and knowledge in a more advanced way.In order to tackle the challenges to meet the public readers ' demands,we must break the traditional service management mode and build a new performance management system for university libraries,which could enable to provide better service for university and society with convenience and quality.With the continuous development of university library,the management by objectives as a successful enterprise management experience has also been applied to the management of university library.The management by objectives has a guiding effect on the completion of the work of university library,at the same time plays a promoting role on the steady development of university library.Therefore,to ensure the effective implementation of the management by objectives is a key point in the management of university library.Performance assessment is an important means to achieve the expected result target management to ensure management effectiveness.To evaluate performance,first there should be improved,with high practicability of the performance appraisal system,for the performance appraisal,for the effective implementation of the management by objectives in university library the system plays an important role.Based on reading a lot of related literature,in combination with the library working practices,through the questionnaire survey to the reader and librarians,acquired a lot of related data and information,and analyzed the statistical data,According to the theory of the management by objectives and the performance management theory,by analyzing the current situation of university library management by objectives and performance evaluation research,to build our library management by objectives system,and on this basis to build a complete performance evaluation system,,in order to our school library management work more scientific and humanistic spirit,thus improve the efficiency of the library overall service and service quality.
