Research On The Problems And Countermeasures Of The University Library To Implement Management By Objectives

University libraries undertake the important task of providing information,supporting teaching,and serving scientific research.They have always been known as the"heart of the university."After entering the 21st century,with the popularization of higher education and the advent of the era of big data,the demands of teachers and students for knowledge information services have been continuously improved.Many university libraries have used objective management to improve management effectiveness and service levels,satisfying the needs of readers for personalization,diversification,and specialization.This paper takes the actuality of S University Library's objective management as the criterion,select S University Library as case studies,use literature,interviews and case analysis method,analysis the application of objectives management to university library,found that "the Library of Management by Objectives" has low "reformation",the deep-seated management thinking,and lack of control mechanisms have severely constrained the effect of objective management in libraries.Pointed out that university libraries must be rooted in their own development orientation,establish reasonable target decomposition methods,and formulate guarantee objectives to be implemented.The measures to improve the target assessment and incentive mechanism,and constantly improve the objective management system,in order to stimulate the enthusiasm,initiative and innovation of university library staff to achieve the transformation and surpassing of university libraries.
