Performance status of librarians is one of the important factors about the level of overall performance of university library. Performance Evaluation is a important function of human resource management, systems, sound and effective performance evaluation with the motivation, control, training, human resource development function.University library staff performance appraisal is against librarians'job responsibilities for each, using a variety of scientific quantitative and qualitative methods, assessing and evaluating the Actual results and the contribution to the library of librarians,its ultimate aim is improving the performance of staff, improving employee satisfaction and future achievement, to achieve the strategic objectives of university libraries, thereby improving the overall performance of university libraries. Therefore, the establishment of a science and sound library staff performance evaluation index system and operational mechanism have great significance for achieving the strategic objectives of university library, improving the overall performance of university libraries.Thts.isrticle on the basis of the extensive research discuss the relevant theories of the modern university library performance evaluation, including the meaning,purpose and function of the performance evaluatio,10 principles that performance evaluation process must following,the step of performance evaluation program design, methods of performance evaluation, the choice of performance evaluation of the main and 11 kinds of errors that should be taken to avoid during the performance evaluation.Based on the above research, the paper using the theory about modern performance evaluation as the theoretical basis, using the key to library services and guiding index system as measure, combined the content with the basic standards of post, title, position, education, scientific research, Workload of library staff,reader satisfaction and the special contribution in the working process, to establish a complete set of quantitative evaluation index system, and giving a certain score and weights to each of the indicators. Integrating the school library's strategic goals.we develop a set of performance evaluation mechanism for librarian which is including evaluation objectives, evaluation principles, evaluation content, evaluation index system. evaluation methods and procedures, evaluation feedback and application,incentives and other content and suitable for the characteristics of school library, and have a corresponding empirical research and analysis with the sub-job.
