University Library as a college students continue to learn the knowledge, to enrich themselves, to meet the needs of the important base, is also the school knowledge resources together, to promote the comprehensive construction of school discipline to a great extent, provide a full range of services for the knowledge of scientific research in Colleges and universities. During the construction of University Library in the construction of human resources, is the priority among priorities among them, only in the construction of effective human resources management, in order to maximize the promotion of university library service scope, service mode and the effect of optimization. In the process of library human resource management, performance appraisal is one of the most key link. Generally speaking, with the help of performance appraisal, not only can make the work of university library has been improved effectively, but also can better stimulate the university library staff enthusiasm and initiative in work. However, performance management in current university library, the university library belongs to the category of administrative departments in the college management system, make the University Library in the performance did not rise to the professional departments and equal level is still relatively backward, there are a lot of problems, mainly in the aspects of the performance target is not clear, the indicators of performance appraisal is not perfect and the performance evaluation method is not scientific. Therefore, the performance evaluation system with the library of Nanjing University of Posts and Telecommunications as the research object, and based on the theory of competency model, the performance appraisal system to optimize the school library.Firstly, the related literature at home and abroad of competency model in human resource management aspects of the summary, the application of the competency model in the field; on the basis of the basic theory of competency is discussed, the definition of the core competence theory, the basic steps of competency model construction, and further to study the relationship between competency model and performance evaluation; then, the author through the implementation of the basic survey of Nanjing University of Posts and Telecommunications library performance evaluation analysis of the main problems in the performance evaluation index, the methods of performance evaluation, performance evaluation results and other aspects of the existence of, and necessity of competency model construction of library performance evaluation system based on; then, the author combines the competency theory, based on the previous studies, combined with Delphy method, constructed the four-dimensional model of Nanjing University of Posts and Telecommunications library staff competency, namely, work attitude, work ability, value and the four dimensions of individual charm of the different index system, at the same time, with the help of expert evaluation, provide for each concrete index classification weight; Finally, the author on the basis of the competency model, and its application in the process of library performance evaluation, and in-depth analysis of the various links in the performance appraisal of the application and optimization. Through this study, to further enrich and improve the competence of applied stress theory in the field of education, at the same time from the competency perspective to the study of performance appraisal system, performance appraisal of colleges and universities can provide a new reference ideas and solutions, which is of significance for the improvement of University Human Resource Management level and ability.
