Under the background of knowledge economy era, as a literature informationresource center of the school, the university library faces with new opportunities andchallenges, in order to adapt to the development requirements of the new situation,the work of human resource management in university library should carry outreform and innovation, continuing to move forward with the social developmentadapting to the change. Among them, the performance appraisal work is importantand indispensable in libraries’ human resources management, at the core of theentire human resources management system. Therefore, university library forresearch and exploration of human resources performance appraisal has a veryimportant theoretical value and reference.In this paper, through field research and analysis on many domestic universitylibraries, the summary of the libraries’ human resources performance appraisalresearch at home and abroad as the entry point of the study, combination ofperformance evaluation and human resource management theory, establishedperformance evaluation index system of human resource of the university libraryand the quantitative model, combining the two together, building a performanceevaluation of the human resources of the university library system.Firstly, in the full analysis of the job responsibilities and the nature of the workof the university library, evaluation subjects for different being, this paper dividedthem into the construction of literature resources, literature information services andadministrative management of three post series. According to expert opinion and thestatistical analysis of the results of SPSS software to select and determine theassessment indicators, three index systems which apply to them were obtained.Secondly, basing on a360-degree performance appraisal theory, combined withmulti-factor comprehensive evaluation method, this paper build a quantitative modelof the university library human resources performance appraisal. Again, takingquestionnaire and mathematical methods combined approach, using of AHPAnalytic Hierarchy Process, assigned a weighting factor for the assessmentindicators and different evaluation analysis of reliability and validity of the indexsystem. Finally, building the university library human resources performanceappraisal system was used in the performance assessment practices of HarbinInstitute of Technology Weihai Campus Library. The instance analysis verified thescientific nature of the establishment of the index system and the quantitative model,as well as practical.
