In recent years, along with changes in the economic environment continues to develop domestic and international print media industry, the state strengthened the administration of publishing and media companies, publishing operations for efficiency and management quality media companies have put forward new requirements and standards. China’s publishing business in the past ten years, has been in the process to business unit system conversion, so its management and business aspects of running the enterprise, is still in the exploration and try to sum up the experience of the stage. At this stage, most companies began publishing a reform of the internal organization, and performance management as a core management tool, the change is imperative.Firstly, on the basis of many experts and scholars at home and abroad research results, this study briefly introduced the development and meaning of performance management theory, the introduction of performance appraisal content and methods; analysis of performance characteristics in the transition period of publishing enterprises, analyzes the transformation period publishing enterprise performance management problems, underlined the need for and feasibility of this performance period of change, and the establishment of publishing enterprise performance appraisal system principles; then China Electric Power Press Ltd., for example, is described in detail of the company’s industry background and organizational structure, operational characteristics and responsibilities of the different sectors, analysis of its current status and performance management malpractice. Subsequently, the study designs the overall objectives and ideas Performance Evaluation System according to the publishing company’s marketing, fine, objectives and requirements of intensive, group-oriented development strategy and coordinated development of various sectors.Analysis around this idea, this study combined with industry characteristics and firm performance characteristics of the publishing industry, and the company’s strategic development goals, preparation of performance evaluation index Library publishing company level from the four key areas of the Balanced Scorecard; then according to business characteristics, follow the SMART principle, carried out from the publishing company performance evaluation index library screening fonned departmental key performance indicators, using expert scoring method for scoring by a panel of experts to determine the right KPIs weight, and try "two-way constrained law" to ensure that scientific and rational assessment indicators target, objective and accurate. Wherein for book publishing centers focus on assessing their profitability, growth capacity, infrastructure management capabilities; for the design center focused on the assessment of its productive capacity, service capacity, infrastructure management; for book marketing centers focus on assessing their marketing capabilities, service capabilities, infrastructure management capabilities. Evaluation is based on the index level staff key performance indicators (KPI) and management by objectives, in turn according to job performance, ability and attitude of these three dimensions, combining sector business characteristics and employee performance characteristics are designed.This study in a more comprehensive, vision systems thinking to look at publishing business appraisal work has changed the traditional assessment methods are simple assessment of the business index method by establishing indicators library, to expand assessment indicators choice, focusing on management, service, growth capacity, marketing capability and production capacity appraisal, the book publishing unit operating assessments to achieve overall strategic objectives to guide the balanced development of the business sector, has a strong practical significance.
