At present,China's economy is in a difficult process of the transformation of old and new drivers of growth.The key to the transformation of old and new drivers of growth is the construction of major projects,and the important carrier of major projects is land resources.The bearing capacity of land resources is a major factor affecting regional core competitiveness,an important condition for sustainable economic and social development,and an important supporting factor for the transformation of old drivers into new ones.Shandong province is a large economy and population province with an important strategic position in China.The intensity of land resource utilization is relatively high.With the implementation of the overall plan for the construction of the comprehensive pilot area for the conversion of old and new driving forces in shandong province,the role of land resource becomes more and more important.It is necessary to make an objective and comprehensive evaluation of the carrying capacity of land resources to rationally allocate effective land resources and provide carriers and power support for the conversion of old and new driving forces.Therefore,it is particularly important to establish a set of scientific and complete comprehensive evaluation system for the carrying capacity of land resources.Scientific and objective evaluation of the carrying capacity of land resources not only responds to the national policies,but also can strongly guarantee the smooth transformation of old and new driving forces in shandong province and improve the strategic position of shandong province in the whole country.This paper takes shandong province as the research area and USES the method of qualitative and quantitative combination to comprehensively analyze the change of the bearing capacity of land resources in shandong province and prefecture-level cities.According to the development status of the comprehensive evaluation of the carrying capacity of land resources in the whole province and each city,this paper discusses the different development path mode of the conversion of old and new driving forces,and puts forward the countermeasures of the conversion of old and new driving forces based on the carrying capacity of land resources.First of all,according to the actual situation of the use of land resources in shandong province,the influence of land resources in shandong province using the ecological index,social index and the change of the economic indicators,according to the characteristic,coordination of scientific,systematic,regional and operability principles,respectively from bearing capacity of bearing capacity of bearing capacity of ecological system,social system and economic system,choose the direct effect on the bearing capacity of land resources evaluation index,use method to standardize the evaluation index,the effect of using mean square error to determine the weighing values of decision and the variation coefficient method,The analysis of the change and level of the carrying capacity of land resources in shandong province and prefecture-level cities between 2008 and 2016 shows that the carrying capacity of land resources in shandong province presents a steady rising state,and the comprehensive evaluation level of the carrying capacity of land resources varies from city to city.Secondly,according to the comprehensive evaluation of the bearing capacity of land resources development status,the "three nuclear interaction lead,multipoint breakthrough," the overall layout,old and new kinetic energy conversion in provincial and regional advantages,the key breakthrough and the principle of "the whole advancement,to explore the development of the old and new kinetic energy conversion in shandong province three different paths mode: key areas to drive path of development pattern,the regional characteristic function development mode interaction and coordinated development path.Finally,the paper puts forward some countermeasures for the conversion of old and new kinetic energy based on the carrying capacity of land resources.Control the volume of incremental disk and adjust the flow to expand the land space for the conversion of old and new kinetic energy;We will strengthen innovation in land science,technology and systems to provide technical support for the transformation of old drivers into new ones.We will formulate and implement policies to support industrial development and provide a favorable policy environment for the transformation of driving forces.This study has important practical significance for shandong province to accelerate the pace of the transformation of old and new drivers,and further promote the economic development and social stability of shandong province.
