Scientifically and rationally evaluating the carrying capacity of land resources and accordingly determining the population carrying capacity of land could be helpful to guide the regional space planning of urban residential area and industrial area to promote the sustainable use of land resources and to coordinate the relationship between human and land. This paper reviewed a large number of literatures and used the research findings of land resources carrying capacity domestic and abroad for reference.Aiming at improving the evaluation method from "Kunming county(district),development(resort)area resources and environmental carrying capacity evaluation technology method"(Evaluation System A),this study introduced the ecological red line as constraint condition, and established a new evaluation system((Evaluation System B).which includes seven factors:river, lake and reservoir, land use type, slope, per capita arable land, population density and per capita water supply.Taking Luquan county as a study case, the research applied both the two evaluation systems and compared the results from them. The results showed that the evaluation system B,which is combined with water resources and social humanities,is more suitable for evaluating the land resources carrying capacity of the county, which may provide reference for other studies of land resources carrying capacity at county level.According to the evaluation results,in the research area of Luquan county, the land area suitable for development was 397.88km2,mainly located in the towns of Tang Langxiang,Jiao Pingdu,Wu Dongde,Ma Lutang,Ze Hei,Zhong Ping and Jiu Long. The population size in the research area was about 0.54 million people.
