Innovation resources are widely regarded as an important driving force of technological and social advances.Because of scarcity of innovation resources,countries throughout the world have attached great importance to innovation resources while formulating innovation-driven strategies.Though the current academic circles have started studying innovation resources,few attempts have been made to investigate influence of innovation resources on regional innovation-driven development.Considering the gap of research,this paper is committed to exploring the influence of innovation resources on regional innovation-driven development.It is hoped that feasible strategies can be provided for optimization of the innovation resource allocation ratio and for improvement of the innovation resource allocation efficiency,thus promoting regional innovation-driven development.After referring to current research findings,this paper adopts theories concerning innovation resources and regional innovation-driven development as the theoretical basis.Influence of innovation resource allocation on regional innovation-driven development is deeply examined from the dimension of China's innovation resource stock and innovation resource allocation efficiency.First,from the perspective of innovation resource stock and allocation efficiency,the perpetual inventory method is adopted to measure innovation resource stock in different regions of China and the DEA(data envelopment analysis)super-efficiency model is used to build the innovation resource allocation efficiency evaluation index system.Meanwhile,the innovation resource allocation efficiency in different regions of China is calculated.Second,indexes,including the number of patent applications,the transaction volume of the technological market and the sales revenue of new products,are employed to creatively build a TOPSIS(technique for order of preference by similarity to ideal solution)regional innovation-driven development index for measurement of the innovation-driven development level of different regions in China.Finally,a measurement model based on the panel data of provinces is built and used to verify influence of innovation resources on regional innovation-driven development empirically.It is hoped that this research can provide scientific basis for optimization of innovation resources to accelerate innovation-driven development.
