An Research On Evaluation Of Efficiency Level And Influencing Factors Of Regional "Double Innovation" In China

Since 2015,when "Mass Entrepreneurship and Innovation"("Double Innovation" for short)was first written into the government work report,the "Double Innovation" boom has started,and governments at all levels have successively issued relevant policies to provide financial,legal and technical support for the development of regional "Double Innovation" activities.However,from the existing research,there's still no unified standard for the measurement of the input-output conversion efficiency in China's regional "Double Innovation",and in the true sense,"Double Innovation" research for the general pubic is also relatively rare.Based on the review of related literatures at home and abroad,this paper evaluates the regional "Double Innovation" efficiency level and explores its influencing factors.The main contents are as follows:First of all,this paper summarizes the background and significance of "Double Innovation" research,clarifies the important position of "Double Innovation" activity in China's current economic development.Secondly,this paper sorts out the relevant theories of "Double Innovation" activities,and makes a clearer concept for "Double Innovation" and its activity subjects,and at the same time,clarify the research methods used in this paper.Thirdly,according to the concepts given above,this paper constructs a reasonable and feasible index system.Based on the three-stage DEA model and the control of environmental variables,this paper calculates the efficiency of input-output conversion of "Double Innovation" in 30 regions of China: Beijing,Inner Mongolia,Shanghai,Jiangsu,Zhejiang and Guangdong are at the forefront of efficiency in the past nine years,while Qinghai and Ningxia are not ideal,and have always been at the end of 30 regions in China;the efficiency level of "Double Innovation" in eastern and northeastern regions is obviously better than that in central and Western regions.Subsequently,through seven explanatory of direct human resources,potential human resources,scale of R&D investment,government support,regional cultural atmosphere,regional employment background and openness,this paper uses Tobit model to measure and study the impact of the regional "Double Innovation" comprehensive technology efficiency level,the results show that the factors that have a significant positive impact on the regional “double-invasive” efficiency include the number of higher education population,the average number of students per million students in higher education,and the total foreign import and export volume as a percentage of regional GDP;The R&D R&D investment intensity,the number of state-level technology business incubators,and the number of libraries per million people have a significant negative impact on regional “double innovation” efficiency;The urban unemployment rate has no significant impact on regional “double innovation” efficiency.Finally,through the analysis of the measurement results,the paper puts forward relevant countermeasures and suggestions from five aspects.It is hoped that this study can provide theoretical and practical basis for improving the efficiency level of regional "Double Innovation",and promoting the prosperity and development of regional "Double Innovation" activities.
