Research On Regional Innovation Efficiency And Its Influencing Factors In China From Two-Stage Perspective

Implementation of innovation-driven development strategy requires integrated management of technological investment of regions,the need of this practice will make the research of regional innovation efficiency and its influencing factors become the focus of scholars and policy makers concerned.Firstly,base on the theory of innovation value chain,this paper divides the innovation process into two stages:R&D and economic transformation.By using the SBM-DEA model to evaluate and compare the whole and parts innovation efficiency of 30 provinces in China from 2005 to 2014.Secondly,base on the theory of innovation system,this paper divides the innovation environment into the innovation subject environment,the innovation support environment,the domestic market environment and the international technology spillover environment.By using DEA-Tobit regression model to test the main influencing factors of innovation efficiency at all stages.The empirical results show that:(1)The overall efficiency of China's provincial innovation is low,and the difference between the various stages is obvious.(2)The gap of China's regional innovation efficiency is gradually narrowing,and the western region has a clear catch-up effect.(3)In the stage of R&D,the government's financial support is positively related to the national innovation efficiency,and the connection between the enterprise and the university,the information support and the financial support are not conducive to the improvement of the national innovation efficiency.From the regional point of view,financial support is negatively related to the innovation efficiency of the eastern region,the information support is not helpful for the improvement of the central and western regions.In the stage of economic transformation,the development of high-tech industry and technology market is conducive to improving the efficiency of national innovation,import and export trade is negatively correlated with innovation efficiency.The high-tech industry has a significant positive effect on the innovation efficiency of the eastern and central regions,but the foreign direct investment is significantly negatively correlated with the innovation efficiency of these two regions.Finally,according to the empirical results of the innovation efficiency evaluation and the regression of the influencing factors,the paper puts forward the relevant policy suggestions from the perspective of the two stages.
