Innovation ability is the foundation of national development.Regional innovation is an important part of National Innovation System.Continuous innovation will keep countries and regions stay in a leading position among international competition.The essence of science and technology is innovation.The promotion of regional innovation ability can improve the national competitiveness of science and technology effectively.Nowadays,with the transformation and upgrading of economic,it's difficult for China to transfer to an innovative country.The improvement of national and regional innovation capacity is particularly important.In recent years,the country has continuously increased the input of innovation resources,but the spatial differences of innovation activities among regions are still significant.The measurement of innovation efficiency is the key to identify the innovation capability gap between regions,summarize the evolution law of regional innovation and improve the overall level of national innovation.On the basis of the classic CCR model,this paper considered the actual situation of the regional innovation system.On the perspective of model construction,this paper selected the output as orientation,adjusted the measurement scale to build the function of the farthest distance of the frontier based on the measurement of slack variables,and used the super efficiency optimization as the further treatment to improve the differentiation of regional innovation efficiency ranking.In terms of the evaluation problem,the regional innovation system was divided into two sub-stages of technology research and development and achievement transformation from the perspective of internal system structure.To deal with the panel data,the Perpetual Inventory Method was utilized to measure the capital stock as a dynamic carry-over between multiple periods.At last,the weight relationship between cycle efficiency and system efficiency is calculated quantitatively through the weight coefficient model.Through the optimized dynamic network DEA model,this paper applied the panel data of 30 province-level regions in China from 2011 to 2015 with two-year delay to measure the sub stage efficiency,period efficiency and system efficiency of regional innovation.According to the evaluation results,the evolutionary law of three areas and the distribution characteristics of innovation efficiency in each regional stage were displayed.Based on the above conclusions,this paper provided some improvement paths of regional innovation efficiency and related countermeasures.
