Research On The R&D Activities Efficiency Among Enterpris,Universities And Research Institutes Of Chongqing

With the development of global economic integration,the competition between countries and countries which is reflected on the advanced productive forces is increasingly fierce.In the 1970s,Deng Xiaoping,one of Chinese presidents,has put forward the advanced theory that "science and technology is the first productive force".Through 30 years' reform and opening up,China's economy,culture,science and education,international status has made remarkable achievements.Meanwhile,China's economic development mode has turned competence-driven mode to innovation-driven mode.Nowadays,"build an innovation-oriented country" is still the core of China's national strategy.From the perspective of the progress of global technology economics,a growing number of scholars believe that R&D activities as the core impetus to the technology innovation work through the whole process of technology activities and plays an increasingly important role in improving the country's comprehensive strength.In regional level,under the direct effect of factors such as the resources endowment,location,and policy,our country still has a significant gap between east and west,especially in the upper Yangtze river economic center,the only municipality directly under the central government of Chongqing in the west.Under the situation of continuous leading national GDP in recent years,there is still a wide gap in the scientific research and innovation strength compared with central region.In national level,resource absence in R&D personnel and funds remains to be one barrier of our economic development.The focus of the study of this article is how to make efficient use of R&D resources and how to promote R&D regional innovation efficiency so as to improve the core competitiveness of region.In accordance with the existing research results at home and abroad and combined with the actual situation of Chongqing,from the aspects of three major activities of R&D,establish the corresponding R&D efficiency evaluation index system by adopting data envelopment analysis(DEA),and collect Chongqing R&D capital investments,personnel of full-time equivalent,effective number of patents,science and technology thesis output,output value of new products,the publication of the patent literature and other input and output variables from 2005 to 2015.By empirical analysis method of Chongqing from 2009 to 2015,evaluate comprehensive efficiency,scale efficiency,technical efficiency of Chongqing transversely compared with Shanghai,Jiangsu,Hubei,Sichuan.Furthermore,according to the empirical results,combined with the reality and Chongqing R&D internal investment structure,point out the reasons of the shortages of the R&D efficiency in Chongqing.Aiming at different enforcement efficiency,come up with a reasonable ratio of internal financing planning.Ultimately,by adjusting the capital structure and optimizing the resource allocation of R&D,improve the overall efficiency of R&D investment in Chongqing,at the same time,provide a reference for economic decisions of other regions.
