As an important way to achieve technological innovation,IFDI has attracted more and more attention to the role of innovation.In recent years,China's innovation investment has continued to increase,but the innovation achievements of key core technologies are still insufficient,and the input efficiency needs to be further improved.Based on the theory of FDI spillover effects,this paper uses the method of spatial measurement to explore the correlation between IFDI and regional innovation efficiency and study the impact of IFDI on innovation efficiency.Firstly,this paper analyzed the path and mechanism of IFDI affecting regional innovation efficiency based on the theory of FDI spillover effects.Then we selected 30 provinces in China except Hong Kong,Macao,Taiwan and Tibet from 2001 to 2016 as the research object,and divides them into four samples: national,eastern,central and western.We selected full time equivalent of R&D personnel and R&D expenditure as the innovation input indicators,selected the number of invention patent applications,the output value of high-tech industries,and the contract value of technology markets as output indicators,used the data envelopment analysis(DEA)method to measure the innovation efficiency.The IFDI quality index is measured by the entropy method using the IFDI profitability,scale level and export capacity.The spatial characteristics of IFDI and regional innovation efficiency are analyzed by using spatial statistics methods such as global Moran index,local Moran index and Moran scatter plot.Finally,the spatial panel measurement model is used to empirically study the impact of IFDI inflow scale and IFDI quality on regional innovation efficiency.The analysis of spatial statistical results shows that there is a certain spatial correlation in the scale of IFDI inflows,IFDI quality,and regional innovation efficiency on the 30 provinces in China.During the period from 2001 to 2016,it has obvious “path-dependent” characteristics in spatial distribution,forming a state of spatial concentration with the Yangtze River Delta and Beijing-Tianjin area The regression results of the econometric model found positive effects of IFDI inflow scale and IFDI quality on regional innovation efficiency on the four regional samples,but showed varying degrees of impact.The scale of IFDI inflows has a higher effect on the central and western regions,while the quality of IFDI has a better effect on the eastern regions.At the same time,from the spatial Dubin model regression results,it is found that the scale of IFDI inflow and the quality of IFDI have a positive spatial spillover effect on the regional innovation efficiency of the neighboring provinces and the spillover effects between eastern provinces are stronger than national samples.It is found that there is a spatial spillover effect in innovation efficiency.The neighboring provinces will have a positive spatial spillover effect on the innovation efficiency of the local province.On this basis,this paper puts forward targeted policy recommendations for different regions.
