The 18 th national congress of the communist party of China has put forward the strategy of innovation-driven development,which is the fate of the country,the trend of the world and the situation of development.At present,the research on the comprehensive evaluation of regional innovation-driven transformation and development is still in the preliminary stage of exploration,and there is no recognized index system for evaluation.Therefore,it is very important to find out a set of index system which is suitable for evaluating the development level of innovation-driven development,and find out the problems that exist in China's regional innovation-driven transformation.Firstly,this paper studies the existing literatures and combines the connotation of innovation-driven development.In this paper,we construct an innovation-driven transformation and development evaluation pre-index system with 44 basic indicators from a qualitative perspective.From the quantitative view,the pre-index system was filtered through correlation analysis and principal component analysis,and finally,four secondary indexes and 13 three-level indexes were constructed.Then this paper uses the variation coefficient method and entropy value method combined with the combination of give weight approach to weight of index system,according to the result of weight for 29 provinces in 2010-2015 China innovation drive transformation development comprehensive evaluation analysis,k-means clustering as a supplementary analysis at the same time.This paper also to analyze the transformation of innovation drive,development,innovation output,innovation affect the brief evaluation on the four points index respectively,analyze transformation and innovation of Zhejiang province drive development respectively.Finally,this paper studies the relationship between the development of regional innovation-driven transformation and the level of economic development by using the fixed effect coefficient model of panel data.The results show that the development level of regional innovation-driven transformation in China is not high,which is decreasing from the east to the west,and the polarization is serious and the regional gap is large.Guangdong,Jiangsu,Beijing,Shanghai,Zhejiang's innovation-driven transformation development level improve faster,the level of innovation-driven transformation development in other regions is low and improves slowly.The regional economic development level in China also has regional differences in the impact of innovation-driven transformation.
