The Performance Evaluation Of Regional Technology Innovation Ecosystem Based On Associated NDEA Method

Innovation is the source of prosperity and development of a nation.The strengthening of innovation ability is conducive to the improvement of national competitiveness.The rise of the national innovation system in the world has made the regional innovation system the focus mode of regional economic construction and development.The construction of regional innovation systems with distinctive characteristics and advantages has become the requirement of China's medium and long-term scientific and technological development planning.At the same time,a good ecological environment is the people's further pursuit of a better life.Under the new economic normal situation,regional development should focus on ecology,take the road of high-quality development,and continue to exert ecological benefits and economic and social benefits.The main contents of this paper are as follows: Firstly,based on the deep understanding of relevant theories,the conceptual model of regional technology innovation ecosystem is constructed,the innovation performance of regional technology innovation ecosystem is defined,and proposing the final pursuit of the regional technology innovation ecosystem is the economic-social-ecological three-dimensional benefit.Secondly,according to the meaning of regional technology innovation ecosystem innovation performance,combined with ecological indicators and social development factors,the regional technology innovation ecosystem innovation activities are divided into two stages: achievement innovation and benefit innovation,after that the evaluation index system is constructed.Finally,based on the improved associated NDEA model and its super-efficiency model,empirical research is carried out in 30 provinces of China(except Hong Kong,Macao and Taiwan and Tibet)as decision-making units.Specifically,it evaluates its innovation performance from the perspective of horizontal regional differences and vertical dynamic changes,and the reason of innovationefficiency or inefficiency of each province is analyzed in depth,targeted to propose regional improvement paths and recommendations.The results show that:(1)The efficiency trend graph of the associated NDEA super-efficiency model shows that the regional innovation performance of 30 provinces has entered a stage of uniform development,and the regional pursuit of economic-social-ecological ternary coordinated development will not pull low overall innovation level.This means that success or failure of regional development is not due to economic indicators,and it has begun to shift from pursuing speed to quality,which is in line with the new normal requirements of economic development and meets the requirements of high quality development.(2)There are differences in the development level of the two sub-stages: the development momentum of the achievement innovation stage is insufficient,the innovation ability needs to be optimized;the level of benefit innovation development is high,and the regional economic-society-ecological three-dimensional coordinated development awareness is enhanced.(3)Geographical development is obviously different.In the eastern regions such as Beijing and Tianjin,balanced and high-level development in achievement innovation and efficiency innovation has been achieved.The central region has achieved balanced development in two sub-stages,but the development level needs to be further improved.The development of the western region is biased towards achievement innovation and ignores concerns about energy use and environmental protection,resulting in low efficiency of efficiency innovation.
