Paper economic geography,geography of innovation theory and research methods,scientific and technological innovation resources in Yangtze river delta area as the research object,space configuration from the configuration efficiency and spatial spillover effect model of science and technology two aspects of input and output configuration of innovation resources study,the analysis of current configuration,explore its allocation efficiency level and influencing factors,the size of the analysis of spatial spillover effect.The statistical yearbooks and statistical bulletins of 27 cities in three provinces and one city in the Yangtze River Delta region from 2013 to 2017 were consulted to obtain the relevant data of this paper.Firstly,this paper analyzes the current situation of science and technology innovation resources allocation in the Yangtze River Delta region.Then the DEA-CCR model is used to measure the static efficiency of the utilization of scientific and technological innovation resources in each city in the Yangtze River Delta region from 2013 to 2017.Malmquist productivity index is used to decompose the dynamic efficiency of S&T innovation resource allocation in the Yangtze River Delta region,so as to obtain the influences of various factors,such as industrial structure,level of S&T development,regional openness,etc.,on the specific quantity of input value and output value,as well as the factors that promote the efficiency of S&T innovation resource allocation.Finally,based on the consideration of spatial correlation,this paper introduces a spatial econometric model that can explain the theory of spatial correlation,and deco presents each explanatory variable through the spatial Durbin model to obtain the direct effect,indirect effect and total effect of the influence on the utilization efficiency of medical and health resources.The following conclusions are drawn :(1)the Yangtze river delta region is rich in scientific and technological innovation resources,but its type is single and it fails to form an effective integration.First,the overall number of human resources for scientific and technological innovation has increased,and they are concentrated in enterprises above the scale,indicating that enterprises have become the main force of scientific and technological innovation.Second,the investment of financial resources in scientific and technological innovation has risen rapidly,which indicates that the government's high investment in RESEARCH and development is driving the innovation tide.Third,the number of scientific research platforms and enterprises above the scale of scientific research institutions has steadily increased.Fourth,the intellectual property resources have obvious advantages,and the number of invention patents has increased significantly.(2)From the data of 2013-2017,it can be seen that the efficiency of scientific and technological innovation allocation and resource utilization in 27 prefectures and cities is gradually decreasing with the growth of time,but is still at the stage of medium efficiency.Shanghai,Suzhou,Yangzhou,Shaoxing basic reached the DEA effective,4 cities and Maanshan,Chizhou in Anhui province,mission city,science and technology innovation in other areas such as city allocation efficiency is relatively low.(3)through the Malmquist index decomposition shows five years science and technology innovation resources allocation efficiency in Yangtze river delta in slowly decreased,mainly for the total factor productivity decline.(4)Through Tobit regression model,it is concluded that the level of science and technology development and the level of regional economic development have a positive effect on the allocation efficiency of science and technology innovation resources,while the industrial structure,regional openness and government investment in science and technology have an inhibitory effect on the allocation efficiency of science and technology innovation.(5)Spatial correlation of science and technology innovation resources in the Yangtze River Delta region can be obtained through spatial autocorrelation test.(6)Using space dubin model to analyze the overflow of science and technology innovation resources in the Yangtze River Delta region,concluded that R&D internal expenditure of science and technology development increased significantly,and the influence of the number of college students is low,R&D internal expenditure,patent application,total value of new products,invention patent authorization quantity have a positive spillover effect.
