Innovation is an important way for China's economic transformation and upgrading under the new normal background.Innovation efficiency is one of the important indicators to measure the quality of regional economic development.Improving environmental quality while improving innovation efficiency is the key to achieving sustainable economic development.At present,the lack of consideration of environmental factors in the study of innovation efficiency,ignoring the quantitative research of green innovation efficiency,leads to uncoordinated improvement of economic development and environmental quality.Therefore,based on the research on sustainable development,green innovation and other related theories,the related literates on the measurement of green innovation efficiency and its influencing factors are reviewed,using literature analysis,data analysis,and comparative analysis,quantitative and quantitative research.The research methods such as qualitative combination have carried out empirical research from the analysis of the status quo of regional green innovation,the demonstration of regional green innovation efficiency,and the analysis of the factors affecting regional green innovation efficiency.Firstly,the concept of green innovation efficiency is defined.Taking 30 provinces,autonomous regions and municipalities directly under the central government as research objects,the energy consumption and environmental pollution problems are fully considered.The regional green innovation efficiency evaluation system is designed based on the input-output perspective.Descriptive analysis of the status of regional green innovation input indicators and output indicators;Secondly,using the SBM model with undesired output,it not only considers the undesired output of green innovation efficiency,but also solves the problem of slackness,and measures the green innovation efficiency of 30 provinces and cities in China from 2008 to 2016.From the two major regions of the East,Central and West and the two internal levels,the paper analyzes the overall and internal differences of regional green innovation efficiency.At the same time,using ARCGIS software to visually display the regional green of China from 2008 to 2016 using ARCGIS software.The evolution of time and space pattern of innovation efficiency.Finally,in the analysis of the factors affecting the efficiency of green innovation,taking into account the economic differences between the three regions of East,West and West,the panel Tobit model is used to analyze the regional openness,technology market maturity,industrial structure and environmental regulation for the three regions of East,Central and West respectively.The impact has raised an effective way to improve the efficiency of green innovation.Through the analysis of the above research results,the following policy recommendations are proposed: 1)Different regions adapt to local conditions and adopt differentiated strategies;2)Improve regional openness,rational use of foreign capital and foreign technology;3)Improve technology market trading environment and create good technology The institutional environment for trading;4)developing strategic emerging industries and optimizing industrial structure;5)implementing the concept of green development to achieve coordinated development of economic development and environmental improvement.
