Since The Eighteenth National Congress of the CPC, all government departments have been striving to improve the conduct of work and build an efficient government. Under the circumstances, performance management plays an increasingly important role in government innovation and improving government's efficiency. How to design a set of scientific and effective performance management system with our country national conditions? It is a brand-new and the significant topic. The dissertation designs and implements a set of Employee Performance Appraisal Management System according to the actual business situation of Changji National Development and Reform Commission. The successful running of employee performance appraisal system make a positive effect in specification performance appraisal work.The dissertation mainly introduces the design and implementation process of employee performance appraisal management system. The dissertation describes the background and status at home and abroad of employee performance appraisal management system firstly. Then it analyzes the requirement of employee performance appraisal management system int detail. Combining with business flow diagram and function use case model introduces business requirement and function requirement in detail. Through the sequence diagram and clss diagram, it analyzes the design procedure of system function module. Through database ER modeling and database table structure, it describes the procedure of database. Finally, it expounds the implementation procedure using JAVA programming language and SQL Server 2008 database. At the same time, it introduces the procedure of system testing and results.The system finally realizes the functions of basic rules setting, performance scheme management, performance plan management, performance follow-up, performance appraisal, my performance and system management. The running results of system indicates the system can meet the requirements for employee performance appraisal management work of Changji National Development and Reform Commission. It improves the work efficiency and work level of performance appraisal management department.
