In China's market economy,state-owned enterprises occupy an important position.With the reform of the market economy system,state-owned enterprises are facing pressure.They compete with private enterprises and foreign-funded enterprises to improve the work efficiency of employees.With the rapid development of information technology,state-owned enterprises by using modern performance appraisal management method combined with a new generation of information technology,through the work target quantitative and whole process control mode,the personnel data combined with production,accounting related data collection,cleaning and statistical analysis,by means of analysis diagram showing the working status and efficiency of the employees.It can arouse the enthusiasm of enterprise employees,improve the work efficiency of enterprise employees,effectively reduce indirect costs,and enhance the core competitiveness of state-owned enterprises.Based on the current management status of state-owned coal-to-oil chemical enterprises,this paper studies the performance appraisal management system of state-owned enterprises.Through the research and application of this system,it can reduce the paper version appraisal method,optimize the appraisal process and improve the work efficiency.To construct the performance appraisal management system of state-owned enterprises,we should not only choose the key technology route suitable for the business characteristics of the enterprises,but also consider the advancement,stability and security of the system architecture.In this paper,Java EE platform is applied to carry out technical research,and the technical architecture of the system adopts MVC pattern for the underlying design.Because most of the data in the performance appraisal management system comes from other business systems,the SOA service-oriented architecture is adopted for development.the SOA architecture splits the different functional units of an application("services ")and defines well-defined interfaces and protocols between these services.So that we can through the performance appraisal management system to invoke other business data in the system and realized the data sharing and connectivity,and reduce the development costs of enterprises,promote the application of other business system,give full play to the value of all kinds of data,make the performance appraisal work according to the can depend on,truly a "let the data speak,according to the data decision-making,and the data value" of the new mode of enterprise performance appraisal management.In accordance with the enterprise's internal management requirements and assessment system as the principle,with the enterprise's key objectives and indicators and development policy as the starting point,with advanced information technology as the means,to establish the performance assessment management system of state-owned enterprises.On the basis of the existing performance appraisal scheme,it shall clarify the performance objectives,optimize the performance model,improve the performance content and improve the performance application,and focus on solving the problems of working efficiency and cost control of employees in the grass-roots workshop.Improve personnel working efficiency,reduce production and work costs,improve the core competitiveness of enterprises.This system applies the computer science technology and the software engineering related theory to the state-owned enterprise performance appraisal management the actual problem carries on the research,users the UML modeling method carries on the system analysis work,uses the time sequence diagram and so on the modeling method carries on the system design work.The research results of this paper were applied to a state-owned coal-to-oil chemical enterprise and achieved the desired effect after preliminary trial.Through the construction of a new performance management application system with the main line of "target management,performance accounting,employee motivation,and career files",a new performance appraisal model of state-owned enterprises with target management,fine management,value management and integrated management is built.
