Higher college is an important part of national education, the innovation ofmanagement system is directly related to the quality of higher education. Carrying outthe reform of personnel system in colleges and Universities, it is the important contentand breakthrough point in current personnel system reform that exploring the teachers’performance evaluation mechanism which is suitable for the college, especially in thenew situation of widely using the teacher position employee system in colleges anduniversities, it is urgently needed to construct teachers’ performance evaluationmechanism for university. The thesis is on the situation of teachers’ performanceevaluation in WenZhou Science and Technology College; discussing the application ofinformation technology in performance appraisal, in order to implement theinformatization and automatization of performance appraisal work.The thesis is developed in the background of the actual business of teacherperformance evaluation in WenZhou Science and Technology College, based on theexisting hardware and network resources, the school teachers’ performance appraisalsystem development plan is given. According to this scheme, the system adopts B/Sthree-tier application architecture, comprehensive uses ASP.NET technology and SQLServer database, the programming language uses c#. The teacher performance appraisalsystem has realized three kinds of user function module such as the average user,department heads, and administrators. Among them, the general user module providesthe function of the personal information maintenance for the school teachers; Ledmodule provides many functions application of performance evaluation and assessmentfor performance evaluation departments, including teachers performance audit,department performance audit, organize evaluation, implement audit, etc.; Administratoris responsible for system data maintenance, including index weighting set, databasemaintenance, performance information query, notify announcement, etc.. System usesthree layers structure; the function modules are independent of each other, and mutualcooperation, so as to realize the informatization of the appraisal business processing. Inthe later of project development, this system passes strict functional testing and performance verification, which ensures the correctness and robustness of the system,the plan of the system function test and performance test are given in the thesis.The teachers’ performance appraisal system is discussed in this thesis, whichfollows the related methods and ideas of software engineering in the whole projectdevelopment cycle; it provides a reliable guarantee for the system quality, in addition,because the multi-layer system structure, the flexibility and extensibility of the system iseffectively improved. At present, the teachers’ performance appraisal system has beenoperated in WenZhou Science and Technology College, it is proved by practices that thesystem is not only improves the efficiency of the performance appraisal managementwork, but also plays a certain promoting role for further deepening the reform of schoolpersonnel system.
