As a part of the University, the human resources management system should be adapted to the University’s system, and to promote the human resource management in Colleges and universities to the standardization, science and automation. Therefore, the content of human resource management system is very important for the managers and decision makers in the University. It should be realized to provide a wealth of information content and convenient way for the users. In order to accelerate the pace of information and improve the management level, it is a very urgent and important task to establish and perfect the human resource management system in Colleges and universities.This paper is to design and implement a system for human resource management in Colleges and universities. This system is not only for the University Human Resources Management Department of the simple management of all staff information management system, but also an assistant system for personnel management in Colleges and universities. The system established a scientific and effective human resource development and staff work performance evaluation system, which can be used to motivate employees effectively. For the modern university’s human management, it should establish a mechanism which accords with the university culture, which is suitable for the training of the knowledge and skills of the staff. In the evaluation of employee job performance, it is needed to establish a scientific evaluation system and evaluation method. The evaluation system and evaluation method should have objectives, contents, methods, processes, standards and specific requirements, and then use reinforcement means, including positive and negative reinforcement. The system can provide a strong support for the school’s leaders, the development of the school, the school’s information construction has an important role in promoting. At the same time, other colleges and universities can learn from the management system, this system in the management system of research, has a broader prospect.This system introduced the design and implementation of the human resources management system in Sichuan Normal University Chengdu College.It includes five stages to develop an information management system:the system feasibility study began, scheme design, system analysis and design, system test and technical training, summary and evaluation of the project.The system uses a popular way to design the system, that called Web browsing.lt can give a generic type show of university human resource management system to the user. At the same time, it also can provide users with a good interface and operating platform.
