Business Process Reengineering (BPR, hereafter referred to as BPR) is "the thorough consideration and reconstruction of enterprise business processes ", whose aim is "to improve significantly in such aspects as cost, quality, service and efficiency." Through the adoption of BPR, the businesses of enterprises are re-positioned, the complexity and duplication of business processes are reduced, core business processes are streamlined, so that the simplification and optimization of business processes are achieved.The birth of BPR has put forward a great challenge to colleges and universities whose personnel management approach has been traditionally based on the theory of division of labor. At the same time, the continuous development of information technology has brought fundamental changes in the means of personnel management. Along with the changes come the opportunities of re-designing college personnel management processes and establishing a new personnel management system. Colleges and universities should take this opportunity to carry out personnel management process reengineering.In this paper, the theory of BPR is evaluated; the basic idea, principles, methods and processes of BPR are analyzed; and the relationship between BPR and informatization is described. The paper also analyzes the composition of human resources and characteristics of personnel in colleges and universities, conducts a comparative analysis on modern human resources management and traditional personnel management of colleges and universities, discusses the status and issues of personnel management in China's universities and colleges, and reveals from the process perspective the causes for these problems. On this basis, it builds a University Personnel Management process reengineering framework by using our university as an example, puts forward a systematic way to reconstruct college personnel management, and briefly looks through several common tools for BPR. Finally, this essay, in accordance the requirements of the University Personnel Management process reengineering framework, based on the description of business processes, business process analysis and diagnosis, business process design and implementation, builds a new personnel management system for colleges and universities, and describes a number of noteworthy issues of college personnel management processes reengineering.Compared with enterprise BPR, BPR application in colleges and universities is not as mature. This essay explores the personnel management process reengineering in colleges and universities, in the hope to offer some suggestions in improving the quality of personnel management in colleges and universities.
