With the progress of times and advancement of society, new technologies in each industry upgrade continuously. Currently, the human resource management level in many enterprises and public institutions of China is still based on paper medium, and such mechanism is unable to adapt to the development of modern personnel management, because it seriously wastes labor force and materials. In the rapidly developing times of computer technology, such kind of traditional management method will be inevitably replaced by information management based on computer application. For most enterprises and public institutions, using computer technology to support enterprises to rapidly finish the daily affairs in personnel management is the necessary condition for adapting to the requirement of modern enterprise system, and promoting the personnel management in enterprises to realize scientificalness and standardization.As a management information system (MIS) a form of human resources management, corporate personnel management system is an important link and also the scientific enterprise management, an important condition for the regularization. Personnel Management System is an indispensable part of business. Its contents are essential to business decision-makers and managers, so the personnel management system should be able to provide users with adequate information and efficient means. Personnel Management System's main task is to use a computer save personnel files of all members in company . find,classify, statistics or increase,modify and delete when necessary, and query. The various archives for different purposes. From the simple, user-friendly, flexible, practical and security of the request, the whole system complete the entire process of personnel management, including new staff joined the personnel file at the establishment, the old staff out of jobs arising from trade unions and other changes in information Changes, staff information, statistics and other personnel management, as well as new Members of the new and old employees revisions management.The current personnel information management system is based on web mode. Simultaneously, on the basis of information management system, it can improve the staff labor contract management and salary management etc. functions. This method can greatly reduce the work load of personnel management department, and enhance the accuracy and efficiency of management work. This thesis firstly studies the operation possibility of personnel management system in the college and the active significance. Combined with the daily work of the author, he carried on long-term investigation on related posts, determined the overall framework and actual flow of the system, tried to give a detailed analysis on the daily complicated work, designed to replace the work by the system, thus reducing the work load of personnel commissioner, and enhancing work efficiency.After determining the feasibility of system design, in order to reduce development procedure, strengthen the universal property and ease of use of the system, enable users to become familiar with and master the system in the shortest possible time, the author conducted a thorough study on the mode of the system and selection of development tool, and finally determined to adopt the latest B/S system structure, centralized processing of data, zero-client installation, and development and design by using JSP language. From the perspective of development speed and client experience, B/S mode is relatively suitable for the development need of the college. In order to integrate with campus card system and all kinds of information management platforms in the future, the system uses java as the basic language for development and design.Based on Java web technology, this design studies the mainstream framework of Java in a detailed way, and combined with the actual situation in our college, it focuses on analyzing the development cost and expandability of the system. Based on the compatibility with other management systems in the college, it determines to carry on reasonable module design and stratification design on the basis of struts2 technology and hibernate management database. The work of personnel management is complicated and changeable. The fundamental significance for designing and developing a Personnel Information Management System in Colleges and Universities lies in unified management of human resources in the college. All teachers and administrative staff in the college can log on the system, check their own information, leave situation, title application etc., and the administrator can management the staff information, deploy staff, manage contracts, manage files, and examine statistical statements etc. in a uniform manner. In order to realize these functions, this design begins from identity of users and data and information two aspects, carries on planning design on the flow of personnel management, and according to the different management needs of different posts, it sets down correspondent framework module to realize just-in-time tracking of need changes of users, and tries to enhance the operationability and flexibility of the system. At present, this system is divided into five sub systems, that is, personnel file sub system, title recognition sub system, work attendance sub system, department instituting sub system, system management sub system. All the sub systems include over 40 sheets of data forms, and with the further improvement of the system and further increase of need, the number of sub system will expand continuously. Therefore, it is necessary to lay a solid foundation; otherwise, it will become harder and harder to maintain the system, and the degree of complication will also increase, which requires that the system have a good module design. When the information amount in the system becomes bigger, and the complication degree becomes higher, user experience will become more important. For example, users want to conveniently find the information they want among large quantities of information, not being dazzled by the shift of pages again and again. Therefore, how to give convenience to users is a problem that needs solving, which can be achieved through adding some advanced search functions, extensively using Ajax, and properly adding some JavaScript effect on pages, etc.This paper introduced a personnel system development background and development process, focusing on the design of the system, key technologies and solutions. The system based on the B/S system architecture and built on the Java EE framework Struts2, Hibernate and Spring.
