Today the urbanization increase more quickly, and the whole society need more especially the construction of city urban infrastructure construction. As an important part of urban infrastructure construction, urban pipeline engineering actives more. But with the increase expansion of pipeline engineering company and the number of personnel, about personnel management especially personnel performance appraisal work is increasingly multifarious, which leads to a series of problems including ineffective personnel management and low efficiency work. In order to solve the personnel management appraisal difficulties brought by the development of company effectively and improve the work efficiency and fairness of competition, Tianjin pipeline engineering group determines to forge a suitable personnel performance appraisal management system for their own situation to improve the company efficiency and competitiveness.In the process of the design and implementation of Tianjin pipeline engineering group performance appraisal management system, the system bases on Java platform and is designed by using the MVC pattern and the integration of Struts, Hibernate, Spring framework. In addition, the system uses Microsoft MYSQL database for data storage to ensure that the system can be highly efficient and stable operated.Tianjin pipeline engineering group performance appraisal management system implement three modules including the function of infrastructure, performance management and evaluation management function, which includes results seven small modules, respectively are infrastructure, performance plans, performance tracking, assessment plan, examination, examination of communication, assessment.Each module is divided into many sub functions, contains the basic file, the assessment grade, the grading rule, the period of performance, performance indicators, performance planning, performance audit plan, performance plan browsing, performance process report, performance communication, project definition, evaluation object, evaluator category, evaluation scale, evaluation set, releasing plan, plan browsing, the console implementation, data collection, assessment and evaluation, assessment and monitoring, including results, results generating and reviewing, results adjustment, results releasing, assessment results scanning, interview records, result recognition, the complaint feedback, and statistical analysis, etc.The system meets the requirements of Tianjin pipeline engineering group business after the operation.By corresponding performance plan and assessment programs, the system implement the staffs daily performance records and work evaluations and achieve a routine, open and fair personnel appraisal which contributes new vitality to the enterprise development and makes enterprise following the currency technical trend closely running smoothly under a effective environment.
