A violent terrorist case occurred at Kunming Railway Station on March 1st in 2014, the case caused a total of 31 people died and 141 people injured. This incident not only shocked the people, but also attracted the attention of the world. This is a serious violent terrorist incident that Xinjiang separatist forces organization orchestrated. New York Times, as the representative of many foreign media has carried reports on the incident, convinced that the attack was triggered by Chinese Han and Uighur ethnic conflicts.The writer uses the theory of framework as the theoretical basis combining with Taiwan scholar ZangGuoren’s view of division of high, medium and low on the theoretical framework, using the methods of content analysis and discourse analysis to analyze the frame of the New York Times reports had built. The author do the research though the analyzing the number of report and length, report titles, report issues; report structure, sources, report tone; content keywords and reporting practices, to explore the New York Times constructed of high, medium and low-level framework.The study found that the New York Times reports had build a variety of reporting frameworks. The report topic highlights ethnic conflict issues in the framework, the report structure constructed macro-balance while multi-source framework microeconomic imbalances, the report words formed by repeating an overwhelming objective self-frame.Then, this paper analyzes the New York Times built up the conflict frame in which manner:by bridging frame to form a diagnostic framework, by extending the frame to form a encouraging framework, by changing the frame, forming a otherness framework. The author analyzed the causes of New York Times framework in-depth respectively, in terms of viewer attribution, stereotypes, cultural values, national interests, and other newsworthy idea of frame.Based on this, it is imperative for Chinese media to find what we can learn from New York Times report framework and propose countermeasures of our media external communication. The author proposed to improve the coverage level, to strengthen the emergency response mechanism, strengthen exchanges and cooperation in the international media recommendations.
