There are137monitoring stations in Beijing hydrology center which includes56central flood-reporting network stations,67municipal stations, and14water resources monitoring stations. According to the information style monitored, it is classified rainfall station and water level monitoring station, and there are123rainfall stations and76water level monitoring stations separated. Based on the problems analysis of the original system and the construction foundation, then close considering the actual requests of the development of Beijing hydrology, designing and building a suitable water and rain information processing system has practical significance.This thesis combines with the specific needs of flood control and drought relief, and hydrologic work, the overall solution scheme of water and rain information processing system was proposed, and elaborates the principle and scheme of the system, given the overall framework of hydrological information processing system. First, in the system design stage, through the detailed collection of the system demand, all the functions of the information system were analyzed. Secondly, in the data flow design, according to different business types, the data was classified, the data flow and data synchronization are the main objects, through the system architecture design, database design, program design stages, the entire system was constructed and completed. Finally, through the comparison of the situations before and after the implementation water and rain information processing system, the system construction effect is analyzed, the role of the hydrological informatization construction in flood control and drought relief, and hydrologic work is shown with actual effect.After the rain and water information processing system was constructed, the traditional mode of hydrologic work was fundamentally changed in Beijing City, which provides support for the sustainable development of economic and water resources of capital. This system used a data process mode contains data layer concept, which is a new design concept, and the harvest of the designs can totally extend to the hydrological automatic monitoring field of other areas.
