To adapt to the new situation of social transform in China. The Ministry of water resources put forward to building a flood control and drought relief command system with automation and information technology, to realize of data acquisition automation, flood drought analysis automation, highly coordinated of command system, then to realize the early warning of flood control and drought, early preparation and timely disposal. Drought analysis in flood control and drought relief command is undoubtedly the most important link, Only an quick and accurate analysis of drought can give a early warning for a region, The important of flood control and drought regions has been basically completed the drought data acquisition automatically by automation equipment, basic realization of the drought information acquisition, but for the drought information analysis and comprehensive utilization are still failed. Therefore, the urgent requirement in the water sector is to establish a flood control and Drought Relief Command drought analysis system that can support large-scale data processing, distributed transaction processing, real-time data access and also can run on different platforms.According to the functional requirements of flood control and Drought Relief Command drought analysis system, considering the expansion of the system needs in the next few years, the system uses B/S pattern, based on the J2EE architecture. The middle layer of software using JSP/Servlet/JavaBeans/Spring technology to structure, strictly follow the J2EE standard, with good portability, scalability, can be used across different platforms.
