In 2002, the "Golden Water" Planning was taken as the important national informatization construction project by the State Council, which was listed into the prior constructed content in our country. The development of our society and economy causes the water conservation facing with new situation and tasks, and shouldering significant historical responsibilities. During this historical transformation, in order to speed up the advancement of water conservancy modernization, the Ministry of Water Resources has included the water conservancy informatization as the key point of water conservancy, which has also proposed that water conservancy informatization is the foundation and critical signal of its modernization, and we must impetus the development of water conservancy modernization by its informatization.Water conservancy informatization will fully utilizes our modern information technology, deeply develops and widely utilizes information resources of water conservancy, including gathering, transmission, storing and processing of information, comprehensively promotes our water conservancy activities' efficiency and potency. Through combs to the business demand and function system of water conservancy, based on the unified technical architecture, standard and environment, integrates data resources and application systems, realizes resources sharing, raises the comprehensive lever of water conservancy information, however, our present work will surround with commanding of flood control and drought relief.Our country has finished a lot of basic work on the construction of flood control and drought relief commanding system, and developed massive flood control decision support systems of different ranks which based on the modern information technology. These systems played achieved a lot in the work of flood control and drought relief in previous years. However, because the problems of modules division, actions in their own way, lacking of standard and resources integration, redundant projects and so on, it has not formed a information system which can provide the wholesale support for flood control and drought relief decision-making.By far these systems cannot satisfy the function need of flood control anddrought relief. Therefore, the situation urgently requests us to establish a flood controlcommanding system in water conservancy, which can support large-scale dataprocessing, distributed business processing, real-time data visiting, and can run onheterogeneous platforms. Based on the analysis and research of the demand of flood control and drought relief commanding system, this paper focuses on the middleware technology, proposed the entire architecture of our system, especially designed and developed the application service platform to provide better support for decision-making, which can provide beneficial ponder for the solution of the above existing questions. The main achievement of this paper includes:Establish of the entire architecture of flood control decision systemIt takes water conservancy informatization and the national flood control commanding system project as the research background, divides the system into information gathering system, computer network system, data integration and application supports platform, water application system, flood control dispatch application system, water resources dispatch management system, proposes that the water conservancy the water conservancy data center, which is constituted by the gathering platform and the application support platform, is the core of flood control commanding system. Especially its mechanism and technology, breaks through the already existed "information barrier", realizes information resources sharing, and provides business application developing and running support environment which based on the reuse technology of software, then forms software resources which may duplicate supply to be used, so to maximize decrease the duplicate development of software.Design and development of AAF frameworkAAF frame is core of the application support platform, which can fast develop systems of enterprise application programs based on internet using J2EE platform (technologies of Java, JSP, EJB and so on) . Because the AAF frame is a set of pre-constructed java classes base on J2EE platform, it can fully utilize all characteristics and superiorities which provided by J2EE platform. Moreover, it can automatically reduce many details in applications. The application system may fully use and expand the functions which provided by AAF, so the new system development starts at a higher level, this causes the development work simpler, much more fast and direct.Development of water resource information portalWater resource information portal is a system based on portal, it is an application set. It gathers through the application to distributes each user to provide integrated, individual information visits, and provides a unified interface for users to acquire information, these information may come from the different system, the information can from different databases, systems or other remote Web networks, the water conservation information portal synthesize these data resources form the complex page, to return in a easily received manifestation for users, and helps users to manage, organize and the inquire information which correlates with departments. The interior and exterior users can obtain needed data only through browser, analysis reports and business decision-making supporting information. In brief, the Water resource information portal is the application framework of water conservancy, through promptly provides accurate information to users to optimize the water conservancy departments' operations and enhance their productive forces. WRIP provides a sole visit interface, reflects a radical transformation in information management of water conservancy, namely to realize various kinds of information integration from a series of independent interior and exterior work.Design and development of WRAF middleware platformWith the development of water information resources, and the support of various kinds of information, communication and computer networks, it realizes multi-positions and whole process support for water resource decision-making, it's a crucial measure to enhance all levels of water control institutions' efficiency, quality and level. Decision-making of water resources is a complex question of multi-systems, multi-data sources, multi-models. This decision system consists of many constitutions of cooperation, there are many interactions between these constituents, the system needs an initiative behavior mechanism and flexible behavior pattern, also with the independent control mechanism computation entity to establish a more complex model, so to design and realize function more formidable application system. Through the development of WRAF platform for the nimble establishment forecast, the dispatch model has provided a visible environment. L has developed the central demonstration systemDevelopment of the core demonstration systemTaking application support platform as the foundation, based on the Web/WAP, established the water information inquiry system, water resources management consultative service platform and the decision-making support platform based on WRAF, through the practical application system confirmed the feasibility and usability of the platform.In a word, through the research results in various kinds of applications in water conservancy information projects, to utilize middleware technology in the construction of information systems in all levels of our nationwide water administration departments, does integration of application systems, realization of application systems, fully inherits the original system achievement in the foundation and then realize sustainable development, has very important significance.
