Hydrological Information Measuring and Reporting System is a system which processes the hydrologic data by using the communication technology and computer network technology comprehensively. Hydrological Information Measuring and Reporting System collects ,analyses and processes the water and rainfall information in real time so that it can provide support for the flood prevention and water resources allocation. It is the basis of Hydro-informatics.According to the demand of DaZhou Water Conservancy Bureau, this dissertation has done a overall design of Hydrological Information Measuring and Reporting System. It is made up of Remote Terminal Unit(RTU)and Central Station. The RTU collect and report the water and rainfall information from rivers and reservoirs. The central station receive the data, process the postproduction and display to the users in real time. The system adopts the mixed mode of self-report style and Query-response style, studies and designs the central station, and central station are divided into background communication software and web server.This dissertation firstly analyses communication ways in the system, introduces the basic principles and features of GSM communication , and then studies the receiving and sending mode of GSM short messages. It also selects GSM short message as the primary means of communication way and the PSTN as the alternative means of communication way, and designs communication message format as well. The communication software is responsible for receiving and decoding the reported data, and it is also in charge of sending orders to the RTU, which sets the parameters and asks for data. Secondly, this dissertation analyses the advantage of B/S (Browser / Server) structure and the application of real-time Measuring and Reporting System, and also design a Hydrological Information Measuring and Reporting system network model. Web server adopts B/S structure, receives real-time water data, processes, analyses and Published it, and then users can view and manage the water data through the web browser. When the hydrological data exceeds the setting limited value, it will give a voice alarm. This dissertation also introduces the key technology and characteristics of Ajax(Asynchronous JavaScript and XML), and solves the dynamic refresh problem of the web page data by this technology. Web Server also realizes the user management, inserts the hydrological data into databases, analyses the statistics and puts them into Year / Month form , and describes curving water level and rainfall histogram.This dissertation has developed a central station software of the Hydrological Information Measuring and Reporting achieved the communication, the real time data display and management of central station software and the RTU. So that it can improve the processing speed of the flood-prevention workers, and reduce user's workload.
