In recent years, due to the influence of destruction of vegetation, soil erosion and global warming, the flood disasters frequently happen around our country and cause great economic losses and casualties. How to effectively carry out flood control and disaster relief works, reduce disaster loss and casualty becomes a thorny issue to be solved.Based on the analysis of flood control and disaster relief and GIS and embedded technology, the improvement measures are put forward to solve the problems such as the scarcity of PDA resources and the eSuperMap’s shortest path algorithm can’t meet the demand of the flood control path query. And then the inquiry system for Flood control is designed and implemented. This paper’s main research results show as follows:(1) According to the actual work of flood control and disaster relief, the systematic needs analysis is performed. The system objectives and business process are put forward, and the structure and function of system are also ascertained.(2) The system database tables are designed and the Time-varying attribute database tables are improved. To save mobile PDA storage capacity, the Time-varying attribute database tables are divided into a dynamic database table to store time-varying information and a static database table to store constant information.(3) The system function modules are designed. And then the shortest path algorithm of eSuperMap are improved t by rewriting GetDistance () algorithm to make it more practical and suitable for the best path analysis algorithm of flood control and disaster relief.(4) ADO.NET technology is used to realize the eSuperMap database and SQL Server CE interconnection and interworking. Meanwhile, the data exchange between the mobile PDA and remote sever is implemented by SQL Server CE remote data access and merge replication.(5) In an HP iPAQ212handheld computer, eSuperMap is used to realize each function module of the system. And finally the GIS-based mobile terminals flood control inquiry system is implemented.
