This paper has carried on the analysis to the teacher achievements appraisal question characteristic, thought the teacher achievements appraisal work mainly has the multi- factors, the fuzziness characteristic. The existing definite weight and the degree of membership algorithm has conducted the research to the quality synthetic evaluation theory in, has analyzed the existing algorithm existence main flaw, thought in the appraisal process the weight determination subjectivity is the traditional appraisal algorithm main flaw, although the weight is produces according to the importance, but because does not have fully to consider various targets provide the information content, artificial produces the weight lacks the objective scientific basis obviously, thus will be able to cause inevitably to some target ,the low estimate will enable the appraisal to reflect completely by the appraisal real achievements; At the same time, also can lure to plaster by the appraisal or the one-sided pursue weight high target. The taking this into consideration, this article has conducted the preliminary research to the information entropy theory, uses one kind of objective tax power method - entropy power law to determine in the teacher achievements quality synthetic evaluation various targets weight, and gathers a kind of method the entropy power law and traditional ISODATA to unify, introduces the weight in the ISODATA objective function, produced included the entropy power ISODATA to gather the kind of iteration algorithm, proposed based on fuzzily gathered kind and the information entropy improvement quality synthetic evaluation algorithm, produced the corresponding teacher achievements appraisal to calculate the example, has carried on the analysis to the appraisal result. Uses the object-oriented design method, mainly draws support the Microsoft Visio UML modelling tool and VS.NET integrated development environment, to this appraisal system with the example model, the analysis model, the design model and the realization model carries on the modelling, and using "Generate Code" the function, the production system frame code, then the packing code, through the test and the revision, has achieved the development goal finally which decides.
