In recent years, foreign banks have accelerated their pace to enter Chinese market under the background of continuous opening of China’s financial industry. On the one hand, their advanced management style gives vitality to China’s obsolete financial system; on the other hand, fierce competition comes with the breaking of domestic banks’existing financial monopolistic position. One important aspect of competition is the fight for talents. In the past, the traditional state-owned commercial banks generally featured low human resource management level, and failed to pay enough attention to performance management. The performance management irregularities and unfairness existed in these banks resulted in low work efficiency and some employees only completed their work negatively, and some even chose to leave. Facing various issues and serious brain drain, the Huabei Commercial banks have gradually realized the importance of performance management level improvement for sustainable development of banks.The emergence of bank employee performance management system is an important innovation in bank performance management work. It solves the existing problems very well and achieves open, fair and impartial personnel performance appraisal through informationalized means. This paper makes an in-depth understanding of the assessment work of a state-owned commercial bank, and uses ASP.NET software development technology and B/S three-tier model to introduce the entire process from bank personnel performance appraisal system requirements analysis, to the design and implementation. Meanwhile, it combines the characteristics of local commercial banks, and designs customer claim function and business reporting function innovatively. The whole project adopts structured analysis and design concept to make improvement layer by layer, and ultimately realizes bank employee performance appraisal system, which is composed of seven functional modules:systems management, assessment parameter settings, customers claim and distribution, business reporting, evaluation query, employee statement management, and interface management.Judging by the current trial status, this system can basically meet the needs of daily assessment business. By using this evaluation platform, the bank reduces workload greatly which used to be done manually. It also improves the efficiency of performance evaluation, making performance appraisal work fairer and more open and justified, and enhances the credibility of performance appraisal result, so as to improve employee motivation and demonstrate a positive effect. Meanwhile, we hope that other banks can design other performance management system that meets their actual needs by learning from the development and realization method of this system.
