Human resource management is an important link in the enterprise management,with the constant expanding of the enterprise, the amount of personnel workinformation is larger, the secrecy is more and more strong, and the density is increasing,at this time, the traditional management mode and simple electronic form has notcompetent for scale enterprise personnel management work. The development ofinformation technology and the popularization of computer for enterprises in personnelmanagement work play an important role, them had become a method of handle officialbusiness in modern enterprises.Currently, the human resource management system (HRMS) on the market belongsto the common human resource management system, the common one usually have thefollowing advantages, such as convenient retrieval, high reliability, large storage andgood secrecy. This can improve the efficiency of personnel management, is theimportant way for enterprise standardization and informatization management as well as,therefore, it is favored by many enterprises. But different enterprises have differentcharacteristics, in order to promote enterprise’s management and progress better, itneeds HRMS with different characteristics, especially, there is an essential differencebetween the restructuring institution of entities operating company and the true sense ofnon-public enterprise, it requires actual needs which can according this, so, developinga set of practical, concise and effective HRMS can meet the institutions of daily humanmanagement needs better.The402team of geological exploration in Hunan is the national legion geologicalteam, which had more than1800employees and two business entity nature enterpriseowned by the whole people. This paper is starting from the personnel managementmode of enterprises and institutions, combining the characteristics of institution reform,after continuous exploration and thorough research, using C/S structure and the SQLServer2005database to develop the human resource management system which hasgood secrecy and extensibility, this system has served in the unit personnel management, and it had positive significance for promoting the efficiency of work human resourcesmanagement.
