With the rapid development of information technology of society, the development of Internet technology, information processing technology and database technology is constantly,and Information technology has penetrated into the various sectors.Using a computer to manage information can reduce the burden on the staff, improve efficiency, greatly enhancing data security.Particularly in the face of complex information management, the computer can play its high efficiency, less errors advantages, to provide the most effective tool for all types of management, but also to promote the further development of management.In this case, the management information system based on database gradually developed, and be use in the management of all aspects of social.With the rapid development of computer technology and the popularization of computer technology, computers are used in public administration more and more.Personnel management in government departments is an important part of the administration,the traditional method of personnel management is not only tedious complex but also inefficient.Such as personnel changes occur in government departments, wage changes, the traditional method of personnel management is very complicated to deal with these changes.In this way, the traditional personnel management is difficult to reflect the composition of the personnel of government departments on time,leading the government's human resources not be rational and effective configuration, reducing the efficiency of work.Management information system designed in this paper is based on an attempt to change the status quo.The system is to achieve using the Oracle database, and JAVA language, user-friendly, simple operation, can greatly improve the efficiency of personnel management, and reduce government spending on human and financial resources in personnel managementThe system allows managers to check and modify the personnel information.If the new recruits, attrition, or internal personnel changes occur, changes in wages, just update the system data in time, the current system is able to reflect the department's personnel situation.Preliminary experiments showed that the system can basically meet the Council level and some provincial departments' needs and effectively improve the efficiency of the government's personnel management, saving the government's management expenses, which have certain economic benefits.
