With the SME information and state-owned enterprises reform, the talent competition,the Small and Medium Enterprises Human Resources Department is facing unprecedentedchallenges. Small and medium enterprises have increased investment in hardware andsoftware facilities, in order to better attract, retain and develop the necessary talent, theenterprise has a lasting, strong competitive advantage.With the development of computer information technology, information management isbecoming more common in small and medium enterprises, corporate human resourcesmanagement step by step information. Some large enterprises, state-owned enterprises, andeven the State organs and departments use the computer to manage the enterprise personnel.However, due to more large-scale enterprises involved in management, manage projects morecomplex, so very strict demands on computer configuration and software features. Relativelysmall number of employees of Small and Medium Enterprises, large enterprises, humanresources management software is expensive, maintenance costs and higher maintenancecosts. System administrators need to have a wealth of experience. So the Small and MediumEnterprises need their own human resources management system. It is based on their ownimage, culture, personnel management system, payroll system, the development of personalmanagement information systems.Since2010, the domestic economic environment, especially the Small and MediumEnterprises investment environment began to deteriorate. The first bank to raise interest rates,making loans to Small and Medium Enterprises becomes a problem. Then the promulgationand implementation of the new labor law had relatively low labor market improved. Jobseekers looking for work, no longer as in the past so blind pursuit of salary. Bonus, vacation,training, insurance, provident fund have higher requirements.Small and Medium Enterprises can not be like the state-owned enterprises orgovernment agencies as through national policies to manage human resources, Small andMedium Enterprises need unique for enterprise human resource management institutions.Based on this situation and developed a set of SME personnel management system, thesystem is in the windows system using VB6.0development environment and ACCESSdatabase technology, design and realization of the personnel management system of an SME.It help the Small and Medium Enterprises to complete the management of person departmentemployees, turnover, wages, promotions, attendance and other information. The system has abasic staff information module, reward module, salary module, time and attendanceinformation management module, promotion module, training, information management module, the user management module seven functional modules. Staff information module tofacilitate entry and exit management deal with employees in enterprises, the transfer ofpersonnel occurred in virtually every day, the administrator through the software on theemployee information input, modify, delete, and query and display. Wage modules includeovertime pay, basic pay, transportation, absenteeism deduction of insurance deducted, the totaldeductible, total wages, real wages registered. Low-level users can use the software on thepayroll, the salary amount and other information queries. Reward module, promotion module,attendance information management modules and training information module corresponds tothe reward of employees, job mobility, attendance and training input, modify, delete, andquery operations.The use of the personnel management software payroll jobs, performance appraisal,training file creation, social insurance inquiries, employee personnel information not onlydetailed statistics, fast query, you can also use the software functionality, the statistics of someof the attributes of employees, facilitate future appreciation, a raise, dismissal and otheroperations. Use of software can be a manifestation of employee job performance, promotions,incentives, training there is a clear manifestation of greatly increasing the know ability of theemployees where the company’s future. Employees of enterprises employing scales can havea clear measure of help to increase employee loyalty.
