Today, the use and development of high-tech has become a major force dominated society, but also the driving force of business. The rapid development of the IT industry has also spawned a variety of appearance and application of human resource management system, to achieve a paperless human resource management and office automation, saving human and material operational costs. Automated management of efficient, indirect and flexible to adapt to the diverse undoubtedly businesses and all types of people. Meanwhile, companies use human resource management system for effective allocation of human resources to meet the business ’s size and characteristics, making best use of people, money, easier to nurture talent and retain talent.Human resource management system designed for companies involved in the vast majority of the personnel, repetitive work will be the first operator of automation, from abstract theory to business management and personnel management model, based on the business model to achieve a low level on the basis of data processing or electronic business processes and process information feedback to the transaction participants. Human resources management system as an indispensable part of business units. It is adapted to the modern enterprise system, accelerate the norms of human resources management, efficiency and so on. Human resource management system should be able to provide users with adequate information and fast query tools to help business leaders familiar with human resource situation is essential.Human Resource Management System is an typical part of a business. It is adapted to the modern enterprise system, and promoted the necessary conditions scientific enterprise human resource management, standardization and automation. The Human Resources Management System supplies sufficient information and convenient query for the subscribers, which helps the leaders to realize the current human resource conditions. It acts as an important part for decider and manager in enterprise.A representative information management system was researched and developed in this paper, based on the requirement of middle-small IT enterprises’ human resources, which consists of background database and front application program.SQL2000 is adopted to develop database and UML is applied to analyze and design the system. During the different iteration period, the original details are optimized to meet the inherit of the database. After comparison, Delphi is used to set up application origin in little time, then requirement iteration of the origin is undertaken. Continually revised and improved, a feasible system is made to satisfied the users.Thesis analyzes the requirement of the middle-small IT enterprise human resources especially, including function requirement and non-function requirement. On the bases of it, the system architecture is designed by six modules, those are user account and limits of authority, log in and log out, essential information set up, salary management, human resource management, additional tools. At last, database configuration is finished and the modules are developed and tested amply.Results indicate that the database is with high efficiency, little redundancy and high speed of operation. Also, the front application program can be operated conveniently, which comes to the basic design requirement.
