Human resources management is a hot point content in the realm of enterprise management. With the progress of global integration, modern enterprises'organization is getting larger and larger, and personal management becomes more complication. Traditional manual management can not adapt to the need of human resources management of modern enterprises any more because of trivialization and inefficiency. As an important part of enterprise management ,the human resources management occupies an important position in the whole enterprise management .It is an essential condition for adapting to modern enterprise system, promoting enterprise human resources management to head for scientification and standardization. With the development of computer technology and enterprise informationization, using a computer to carry out enterprise human resources management is getting imperative.This thesis, based on the need of modern enterprise human resources management and the actual state of small and medium-sized enterprises, discusses the system design and realization of human resources management. This thesis, on the basis of the development prospect of the enterprises in Tangshan City, first of all, analyses the current situation of enterprise human resources management, and introduces the main tools and databases used in the system design of human resources management about small and medium-sized enterprises. Then it analyses the need of human resources management system of small and medium-sized enterprises, including operation, management, technical possibilities and functions, non-functions and technical index. Next, it stresses on the introduction of the general frame, process and development of the system. Finally it summarizes the whole content. The system, based on the basic process and thought of software designing, can fulfill the functions of management and inquiry of the staff's basic information, automatic calculation and management of the staff's salaries, attendance management, reward and punishment, contract management and insurance management etc. It also can realize the timely and accurate obtaining of the information and data which concerned with human resources, and getting the needed information according to different requirements. It can provide the maintenance function of the system so that the users can conveniently operate the backup, restoration, addition, modification and deletion of the data. This system can provide the support for the managers to overall understand the human resources and to make the further development and utilization of the resources.
