Along with the rapid development of information technology, no matter the government or business unit, in order to standardize the flow, enhance the office efficiency, speed up the step of the information construction, realize the informational and scientific supervisory work, and promote the management level comprehensively, it is imperative to establish a set of system of office automation. To implement the knowledge management is the need for the business unit to meet the social development, and also is the goal of information construction. Unifying OA and the knowledge management to construct the OA system, which takes the knowledge management as the core, becomes the development tendency of the new generation of office automation. It is an item of complex system engineering. Two unions cause the knowledge management to find the carrier which can play its role, and make the office automation have the big progress.This thesis, firstly, elaborated the current scenario in domestic and abroad research of the office automation. As the topic background of the design and development of the Industrial Corporation office automation system, and after the detailed demand investigation of the enterprise, we analysis and research the feasibility of the project from personnel, technology, economy and so on. It overviewed to the basic conception of the office automation and the knowledge management, analyzed the inevitability of the integration the two things from theory and implementation. So this paper put forward to the step of constructing the enterprise KMOOAS (knowledge management-oriented office automation system), and carry on the analysis towards the environment of constructing the enterprise KMOOAS, also drawing up how to construct the KMOOAS strategy. Main contents of the thesis research: Basing on the analysis of the KMOOAS function, strategy and project etc., It quoted the system structure of the third generation of OA system which was extensively accepted by the people. Basing on the current technique conditions and actual applied occasions of our country, it put forward amore concrete, more practical KMOOAS system structure and gave out the method and project of enterprise OA system which based on the knowledge management. Finally, taking the Lotus Domino/Notes of the corporation of IBM Lotus as the platform, it carried on the demand analysis to the OA system of the Industrial Corporation, and put forward the GYGSKMOOAS system structure that contented the practical requirement of the Industrial Crporoation. And combining the thesis research result, it carried on the analysis and designs to the enterprise OA system of sending documents and knowledge management which the corporation constructed.The innovation of the thesis is to fuse the knowledge management into the office automation of enterprise, put forward a knowledge management model based on knowledge base. Finally we give an example of using knowledge management based OAS. That system is established on the Intranet platform of the enterprise. Through the new system, every employee of the enterprise can continuously achieve the chance for study and make progress. At the same time, the enterprise also gets more and more information from outside and the accumulation for the enterprise internal knowledge, and makes the knowledge acquiring regenerate and accretions in constantly communicating and colliding between each other.
