Study On Information Services Of Jilin Province Library For "Countryside, Agriculture And Farmers"

China is an agriculture-based developing country. And its reform, development and stability of the overall situation are determined by agriculture, rural areas and farmers to a certain extent. Jilin Province is a major agricultural province. In the process of revitalizing the northeast old industrial base, it should not weaken the support for agriculture and development. The State Library of Jilin Province funded by the state finance, is the province-rank public documents information hub and important base of spiritual civilization, with the functions and tasks of bearing the collection, organization and dissemination of information literature. It is the focus to service for developing agriculture through science and technology, and helping farmers become prosperous to the library of Jilin Province, and also a major project for long-term colleagues in-depth exploration and practice.With the guide of hierarchy of needs theory, readers work theory, the allocation of information resources theory and public communication theory, combining the provincial public library service targets and social responsibility, this article elaborated the necessity and feasibility that Library of Jilin Province services for the"three rural". On this basis, the library staff of Jilin Province launched a field survey in connection with the agriculture-related users in Jilin Province to find out their information demand and characteristics of changes, summarize the law of information demand and analyze the obstacles of fulfilling information demand of Jilin Province agriculture-related users and the existing problems of the current agriculture-related services in Jilin Province Library. And from the own situation of the library, the paper studied the library service"three rural"philosophy, objectives, scope, approach, strategy and other aspects and put forward the strategy and the operation mode for servicing "three rural", with a view to provide a reliable reference for the service work.The results showed that the library staff of Jilin Province should establish a"three rural"service awareness in the new era, oriented to meet the agriculture-related users'information demand, launching information on agriculture-related literature for the development and utilization and strengthened the construction of digital information resources and database. With the development of social, economic, scientific and technological level in Jilin, we should change concepts and set up new routes that from free to embark on a paid, and then back to the free, to Mitigate the problem of the lack of funds in "three rural" services; the library staff of Jilin Province also should focus on different levels and types of agriculture-related users to personalize the product development, provide users with diversified services and do a good job for publicity and promotion work. It is also necessary to strengthen cooperation with other agencies. The"three rural"services of Jilin Province to the Library can be reasonable, orderly and efficient conduct.
