Near these decades, The state with tense traffic is aggravated constantly with the swift and violent development of global economy. ITS(Intelligent Traffic System), as a kind of brand-new way which Solves the traffic problem , is developing rapidly at home and abroad. Developing intelligent traffic already write into the integrated traffic system development plan in " the tenth Five-Year Plan " of our country. The vehicle monitoring system is the important part of ITS, and is one of the focuses of the development and application of domestic ITS at present. The vehicle monitoring system designed in this thesis is maked up of the GPS terminal that vehicle carries, communication system and controlling center.This system melts Global Position System (GPS) , Geographic Information System (GIS) , Global System for Mobiles communications (GSM) , the technique of computer data processing and the technique of modern data communication in the integral whole . It can realize all-weather fixed position of satellites , electronic map to show and vehicle real-time monitoring and so on . On the one hand , it can guide the vehicle to avoid the congested road, and alleviates the traffic hustle and jam ; on the other hand , the department that deals with passenger traffic or freight may know the operational states of its all vehicles at any moment, and thereby attempers them in reason .With the extensive application and development of GPS technical , the establishing of communication link-road and the delivering of data information become especially the outstanding problem in the actual application. This vehicle monitoring system adopts the technique of short message communication in GSM network to realize the long-range data delivering , which not only resolves this problem nicely , but also has no need to take up a large quantity of funds to establish the communication network , the GSM network already establishes in the nationwide and worldwide range . In addition , the expenses of using shortmessage communication is lower , and this system can hold the biggestquantity(capacity) of monitoring targets.On analyzing GIS technique, GPS technique, SMS technique and their development and application at home and abroad , this thesis expatiates the whole process of this vehicle monitoring system according the system total design ,and hardware and software design . It integrality realizes the located data delivering , the electronic map matching and showing , the locomotive target real-time monitoring.In a word , the successful application of this vehicle monitoring system will consumedly increase the traffic ability of the road and the safety of the operational vehicle , and strengthen the ability of handling the gusty event , and buildup the competition ability of the passenger traffic or freight trade , and effectively lowering the vehicle's empty carrying rate , and improve the operational benefit of the vehicle , and have remarkable social benefit and economic benefit.
