With the development of automobile industry,vehicle monitoring system's market demand is also getting bigger and bigger. Traditional GIS / GPS vehicle monitoring system can not adapt to the modern physical distribution information, network and the social tendency, more and more urgent needs to cooperate with the Internet. Based on this, this paper studied and designed the vehicle monitoring system based on WebGIS.This article carried on in-depth analysis and research of GPS technology, GIS technology, WebGIS technology as well as GPRS technology, especially carried on the profound analysis on the Shortcomings and Advantages comparison of the realization technology of WebGIS, and used the AvtiveX techonology to implement WebGIS. So that the system can more effectively use the technology to achieve WebGIS technology. Used MapXtreme for java for development platform, through transfering its module, embedded in JavaScript script language, successfully achieved a series functions of loading of the map browsing, roaming,zoomm,zoomout,re-cente r,display and refresh of the whole map. Elaborated the overall project designation of vehicle monitoring system based on WebGIS,and designed the table for monitoring system database and monitor center ,achieved functions such as real-time positioning,replay the track of the vehicle and so on.This system used GPS,GPRS, WebGIS thchnology and other high-tech and so on. It had broken the limitation of the function of the system, and maked WebGIS and GPRS integrate seamlessly, We can operate online and sove the problem of real-time monitoring vehicle through internet well. So people can inquire the vehicles' real-time and history condition within their own authority scope through internet without outwith one step.In addition, since the browser need not be provided with expensive GIS software,it not only redusing system cost but also saving maintenance cost. Further more, the system has the features: low investment and extensive regional coverage; high security and reliability; good scalability; high stability as well as strong distribution of application.
