With the rapid development of our economy, automobiles as a sort of convenient vehicle have stepped into people's life increasingly. At the same time, the problem of transportation is more and more serious and becomes the primary problem of affecting the development of many cities. It was well known to all that Intelligent Transportation System (ITS) is provides the best solution for traffic jam, accident and etc. Vehicle location and navigation system is widely used and required application in ITS. It integrates GIS, GPS and wireless communication. In this thesis, a vehicle monitoring system based on GIS is developed.This system is a software and hardware system with GPS, WebGIS, and GSM. It broke through the functional restriction in the traditional network system, integrated the WebGIS technique with SMS seamlessly. The B/S three-tier modes which combines GIS with WWW is adopted in the system, the coordinate information and the correlative traffic and condition data are managed on the database sever. This system realized two major functions including intuitionistic display of geography data and real-time describing of vehicle track. It solves the conflict between the limit of network bandwidth and the real-time display of dynamic menu. Moreover, it discussed and realized those two above-mentioned functions, which were distributed and integrated between server and client.This system successfully achieved a series of functions, such as browsing of the map, zoom in, zoom out, wandering of the whole map, hook-eyed navigation, dynamic positioning of the vehicle, describing and replaying of the track, querying the optimized path, and so on.In a nut word, the application of the vehicle monitoring system will realize the remote vehicle monitoring and circulation scheme. Thereby, it can help carrying trade strengthen the ability of handling accidents, effectively lower the vehicle's empty carrying rate and improve the operational benefit of the vehicle. For this reason, it can enormously improve social and economic benefit for enterprises.
