With the development of world, the state with tense traffic is aggravated constantly. Traditional monitoring and controlling system based on GIS/GPS has not been suit on modern Logistics informatization, latticing and socialization. It needs more and more combine with Internet to optimize resource scheme and improve competition in market. So GPS, GIS, Internet and other advanced technologies are combined to form WebGPS now. WebGPS integrate each superiority and trait from GPS, GIS and Internet, learn from other's strong points to offset one's weakness, enhanced the releasing information of monitoring vehicle in a large area.The thesis analyzed the technology about GPS, GIS and Internet, and expatiated the whole process about the design and realization of the monitoring and controlling center based on WebGPS and general GIS. The thesis realized the transmission of GPS information, the release of electronic map in the Internet, the monitoring and controlling of vehicle and the description of it's track, and composed a network station to serve for network users, realizing the releasing information of monitoring vehicle in a large area. In the process of the design, we take the idea that the track is described in server side , and realized this idea using setting a limpidity layer technology. In the process of the design, we bring forward the paths' connectivity denotation of the map which accord with the MapInfo GIS format and realized the WebGPS's function. In order to complete the moving navigation and searching the best path, we realized loading different maps. Thus we improved the WebGPS's reusing function. Meanwhile, the thesis discussed the best route search of the electronic map and realized the best route search of the electronic map.Because of the limitation of time and energy, the functions realized in this research are limited . In the future, the discussing of the best route search must consider the actural actor of the route and other reasons. Except this, thisresearch is enough to be the basically functions of a monitoring and controlling center based on WebGPS. I think the research is continue, and the function are consummated, the use and generalize of this supervising and controlling center will improve the benefit of the vehicles and enhance the competition of carrying trade. And it will benefit us greatly.
