As a new solution to transportation question, The vehicle monitoring system catchs a lot of attention. The Vehicle carried Monitoring System description in this article melts Global satellites Position System (GPS), Geographic Information System (GIS), Global System for Mobiles Communications (GSM), the technique of computer data processing and modern communication in one body. It can realize All-weather fixed position of satellites, electronic map showing and vehicle Real-time monitoring and so on. On the one hand, it can guide the vehicle to avoid the jammed road, attemper the vehicle reasonable; On the other hand, it can make quick response to automobile Robbing and Stealing and so on. In the design of this system, Using SMS (Short Message Service) to realize the remote data transmission, depending upon the widespread GSM network to holds the massive monitoring goals.In this paper, after analyzed the SMS, proposes the SMS communication protocol to transmit data between Vehicles carried Terminal and Monitoring center; On the demand of system establishs a set of communication junctures to connect Supervisory Station and Communication Server; On the study of electron map in MapInfo form, using map analyzing widget MapX designs many layers, such as vehicles monitoring, path playback, railing and so on, implements the arithmetic of shortest path to attemper the vehicles quickly. The successful application of this Vehicle carried Monitoring System will consumedly increase the traffic ability of the road and the safety of the operational vehicle, and strengthen the ability of handling the gusty event.
