After the implementation of the " Opinions on Further Reducing the Burden of Students’ Homework and Off-campus Training in Compulsory Education," off-campus training institutions have been strictly managed,and the large-scale reduction of the teaching market has led to the transfer of pressure on after-school trusteeship to schools.In order to implement the " double reduction " policy and solve the " three-and-a-half problem " of parents picking up students,the school actively carries out after-school services.After-school service is an extension of the school’s social responsibility.It is an important measure to promote the healthy growth of students and help parents solve the difficulties of picking up students on time.It is a livelihood project to further enhance the ability of educational services and make the people have more sense of gain and happiness.Since the implementation of the " double reduction " policy,various regions have made active efforts and useful explorations in the field of after-school services,and accumulated many experience methods.On September 26,2021,Lhasa issued the ’ Implementation Plan for AfterSchool Service for Primary and Secondary School Students in Lhasa’.Under the leadership of the education department,schools have carried out after-school services and have formed a large-scale pilot work.This study investigates the implementation of after-school services in primary schools in Lhasa,summarizes and analyzes the problems existing in the implementation of after-school services in primary schools in combination with the actual situation,and puts forward relevant suggestions for improvement,in order to provide some reference for improving the afterschool services in primary schools in Lhasa.On the basis of interpreting China’s relevant policies and combing the existing research at home and abroad,this study clarifies the attribute characteristics and work characteristics of after-school services,and selects teachers and parents of 20 primary schools in Lhasa who have carried out after-school services as the research object by means of questionnaire survey.The survey includes parents’ demand for after-school services,the way of participation in after-school services,the management system of after-school services,and the organization and implementation of afterschool services.Through interviews with teachers who participate in afterschool services,they have a clearer understanding of the status of afterschool services in primary schools in Lhasa.The study found that the participation rate of students in primary school after-school services in Lhasa is high,and parents have a dual demand for after-school services to improve their performance and cultivate interest.School after-school services follow the principle of voluntariness,and the school gives parents the autonomy to choose to allow students to participate and withdraw.In the specific organization and implementation of school after-school services,there are some differences in the basic conditions of each school,mainly in the type of after-school service venues,class size,service content,etc.In terms of implementation effect,most teachers believe that after-school service can reduce the burden of students’ homework and off-campus training,and has positive significance in improving students’ performance,cultivating interests and hobbies,improving comprehensive quality and forming good habits.Parents of students show high satisfaction with after-school service.In the survey,the problems existing in the practice of after-school service in primary schools in Lhasa were found,including: the evaluation mechanism of after-school service is not perfect;the activity space of afterschool service is limited;the class size of after-school service is too large;the content supply of after-school service is not rich enough;the faculty of after-school service is relatively single;the protection of teachers’ rights and interests in after-school services is insufficient.Through analysis,it is found that the main reasons for the above problems are as follows: first,the construction of after-school service system is perfect;second,afterschool services lack the participation and support of social forces;third,the basic conditions of after-school service are relatively weak;fourth,there is a deviation in parents’ understanding of after-school services and a lack of family responsibility.According to the attribution of problems in the practice of after-school service in Lhasa primary schools,relevant suggestions are put forward from the following aspects: First,improve policy formulation and improve the evaluation system;the second is to clarify the attribution of power and responsibility and protect the rights and interests of teachers;third,strengthen publicity,mobilize social forces,and promote resource integration;strengthen the sense of responsibility,enhance home-school cooperation.
